| Job Summary | The Associate Vice President for Accounting and Financial Reporting serves as the University’s Chief Accounting Officer and a key member of the Office of Budget and Finance leadership team. This position provides strategic and operational leadership for the University’s financial accounting, reporting, payroll, tax, and sponsored accounting functions.The AVP ensures the integrity of financial information, compliance with state and federal regulations, and alignment with applicable accounting standards (GASB). The role partners closely with executive leadership to strengthen financial stewardship, enhance internal controls, and support data-informed decision-making across the institution. |
| Minimum Education and Experience | Bachelor’s Degree in Accounting or equivalent. A minimum of ten years related professional level accounting experience and 10 years or more supervisory experience. Must have knowledge of Governmental Accounting Standards (GASB) implementation, financial accounting and reporting best practices; or, legislative appropriations process, formula funding, revenue financing system debt programs, and higher education budgeting practices; or, cash management principles, higher education procurement policies and procedures. |
| Preferred Education and Experience | Experience in Texas public higher education and/or UT System institutions. Demonstrated experience leading complex financial operations in a large, decentralized organization. Experience working with PeopleSoft or similar ERP systems. Proven track record of implementing process improvements and strengthening internal controls. Experience working with state and federal oversight agencies and audits. |
| Other Qualifications | To the extent this position requires the holder to research, work on, or have access to critical infrastructure as defined in Section 117.001(2) of the Texas Business and Commerce Code, the ability to maintain the security or integrity of the critical infrastructure is a minimum qualification to be hired and to continue to be employed in the position. |
| Essential Duties and Responsibilities | Provide executive leadership and oversight of accounting, financial reporting, payroll, tax, and sponsored accounting functions. Ensure accuracy, integrity, and timeliness of the University’s financial statements in accordance with GASB and other applicable standards. Direct the preparation and submission of Monthly Financial Reports (MFR) and Annual Financial Reports (AFR). Serve as the primary liaison to external oversight bodies, including the State Auditor’s Office, State Comptroller, and other regulatory agencies. Interpret and implement new accounting standards, legislation, and regulatory requirements. Strengthen and maintain a robust internal control environment and ensure compliance with institutional, state, and federal policies. Lead and execute strategic initiatives to improve financial processes, systems, and reporting capabilities. Partner with the Vice President for Budget and Finance and executive leadership to provide financial insights and recommendations. Build and maintain strong relationships with academic and administrative units to support effective financial management across the University. Lead, mentor, and develop a high-performing team across multiple functional areas within Accounting and Financial Reporting. |
