Title: Sr Manager, IT PMO

Type: Contract - Remote, EST Hrs

Duration: 12+ months

The Senior Manager, IT PMO will establish and lead the IT Program Management Office within a growing biopharmaceutical organization. This individual will create and maintain portfolio and program management practices that provide visibility, prioritization, governance, and execution across the company's technology initiatives. The role is highly hands-on and combines strategic planning with direct program leadership to support growth from clinical development through commercialization.

Key Responsibilities

IT Portfolio and Demand Management

• Own and manage the intake, evaluation, prioritization, and governance of IT projects and requests.
• Develop and maintain a consolidated IT portfolio roadmap, including timelines, resource capacity, dependencies, and strategic priorities.
• Facilitate portfolio planning and prioritization reviews with IT leadership and business stakeholders.
• Ensure alignment of technology investments with corporate, research and development, and operational objectives.

Program and Project Management

• Lead and oversee complex enterprise technology initiatives, including ERP implementations, clinical systems, regulatory systems, data platforms, cloud technologies, and cybersecurity programs.
• Apply appropriate project management methodologies, including Agile, Waterfall, and hybrid approaches.
• Manage project scope, schedules, budgets, risks, issues, and stakeholder communications.
• Direct third-party vendors, consultants, contract research organizations, and systems integrators to ensure successful project delivery.

PMO Governance and Methodology

• Establish and maintain project management standards, templates, processes, and governance practices.
• Develop project lifecycle frameworks, including project charters, stage gates, risk and issue management, change control, status reporting, and project closeout procedures.
• Partner with Quality and Compliance teams to incorporate Computer System Validation (CSV) and Computer Software Assurance (CSA) requirements into project execution.
• Lead governance forums and steering committees, ensuring effective decision-making and escalation management.

Financial and Resource Management

• Partner with Finance to develop and manage project budgets, forecasts, capitalization requirements, and operating expenditures.
• Oversee project resource planning across internal personnel, contractors, and managed service providers.
• Monitor project performance, budget variances, and realization of business benefits.

Executive Reporting and Communication

• Develop portfolio dashboards, executive summaries, and leadership reports that communicate project status, risks, financial performance, and key decisions.
• Translate technical project information into clear business outcomes and recommendations.
• Present updates and recommendations to senior leadership and executive stakeholders.

Risk, Compliance, and Vendor Management

• Incorporate compliance requirements, including GxP, data integrity, 21 CFR Part 11, EU Annex 11, GDPR, HIPAA, and SOX readiness, into project planning and execution.
• Support audit and inspection readiness activities related to IT systems and project documentation.
• Participate in vendor selection, risk assessments, contract reviews, and ongoing vendor performance management.

Change Management and User Adoption

• Lead stakeholder engagement, organizational change management, communications, training, and user adoption planning.
• Support successful deployment and adoption of new technologies, systems, and business processes.
