Title: Spectrum Band Policy SME

Type: Remote Contract

Duration: 12-24 months

We are seeking a highly experienced Spectrum Band Policy SME to provide technical and regulatory expertise related to radio frequency (RF) spectrum management, spectrum allocation, telecommunications policy, and wireless communications systems. This individual will serve as a trusted advisor to internal stakeholders, government agencies, industry partners, and program teams, supporting strategic initiatives involving spectrum planning, allocation, coordination, licensing, and regulatory compliance.

The ideal candidate will possess deep knowledge of domestic and international spectrum regulations, emerging wireless technologies, and government spectrum management processes, with experience supporting defense, aerospace, telecommunications, satellite, or wireless communications programs.

Key Responsibilities

  • Provide subject matter expertise on RF spectrum management, spectrum allocation, frequency planning, and spectrum policy matters.
  • Analyze current and proposed spectrum regulations, policies, and standards to assess operational and business impacts.
  • Support spectrum certification, authorization, and frequency assignment activities.
  • Coordinate with government agencies, regulatory bodies, and industry stakeholders regarding spectrum-related initiatives.
  • Advise program teams on spectrum requirements for wireless, satellite, radar, telecommunications, and emerging technology systems.
  • Develop technical analyses, policy recommendations, regulatory submissions, and briefing materials.
  • Support compliance with applicable spectrum regulations, licensing requirements, and international standards.
  • Monitor spectrum policy developments, regulatory changes, and emerging technologies affecting spectrum utilization.
  • Participate in spectrum planning, coordination, and interference mitigation activities.
  • Provide spectrum strategy guidance for technology development, deployment, and modernization efforts.
  • Represent the organization in industry working groups, standards bodies, technical forums, and government meetings.
  • Support spectrum sharing, spectrum efficiency, and next-generation wireless initiatives.
  • Collaborate with engineering, operations, business development, and government affairs teams to support strategic objectives.

Required Qualifications

  • Bachelor's degree in Electrical Engineering, Telecommunications, Physics, Computer Engineering, Public Policy, or a related technical discipline.
  • 10+ years of experience in spectrum management, telecommunications policy, wireless communications, or RF engineering.
  • Strong understanding of RF propagation, frequency management, spectrum allocation, and wireless communications systems.
  • Experience working with federal, commercial, or international spectrum regulatory frameworks.
  • Knowledge of spectrum authorization, certification, and frequency assignment processes.
  • Experience interpreting and applying telecommunications regulations and policy guidance.
  • Strong analytical, technical writing, and communication skills.
  • Proven ability to brief senior leadership, government stakeholders, and technical audiences.
  • Ability to manage multiple priorities and support complex programs in a dynamic environment.

Preferred Qualifications

  • Master's degree in Engineering, Telecommunications, Public Policy, or a related field.
  • Experience supporting Department of Defense (DoD), National Telecommunications and Information Administration (NTIA), Federal Communications Commission (FCC), or international telecommunications organizations.
  • Familiarity with satellite communications, 5G/6G, radar systems, spectrum sharing technologies, and wireless network architectures.
  • Experience supporting spectrum certification processes, including DD Form 1494 submissions.
  • Knowledge of Spectrum XXI, GMF, frequency assignment systems, or related spectrum management tools.
  • Active security clearance preferred.
