Our client is seeking an experienced Manager, Procurement Vendor Management Office (PVMO) Consultant to lead and enhance enterprise-wide vendor management activities from procurement through contract renewal or termination.
This consultant will play a key role in standardizing purchasing, contracting, vendor governance, service delivery, and supplier relationship management while ensuring a sustainable, cost-effective, and high-performing supply chain. The ideal candidate brings deep expertise in vendor management, sourcing, supplier governance, contract negotiations, and performance management.
Key Responsibilities
- Lead vendor operations and ensure vendor services meet contractual obligations and business expectations.
- Support and execute vendor management strategy and operating model.
- Drive vendor management initiatives, including sourcing, risk management, RFIs, and RFPs.
- Lead and mentor sourcing partners and sourcing agents.
- Build strong relationships with internal stakeholders and external vendors.
- Develop and maintain vendor governance frameworks and communication processes.
- Manage contract negotiations, service-level agreements (SLAs), and vendor incentive programs.
- Monitor vendor performance through dashboards, scorecards, metrics, and reporting tools.
- Develop and oversee vendor performance improvement and corrective action plans.
- Partner with business units on strategic initiatives and vendor-related growth opportunities.
- Provide guidance on procurement processes, major expenditures, federal acquisition requirements, and OPM spending thresholds.
Required Qualifications
- Bachelor's degree required; MBA or advanced degree preferred.
- 6-8+ years of experience in:
- Vendor management
- Supplier development
- Procurement and purchasing
- Third-party risk management
- Supplier collaboration and compliance
- Experience leading procurement, sourcing, or vendor-management professionals.
- Strong leadership, negotiation, communication, and stakeholder management skills.
- Knowledge of:
- Vendor governance
- Supplier relationship management
- Contract administration
- Service delivery management
- Proven analytical and financial acumen.
- Experience managing:
- Contract negotiations
- Service-level agreements (SLAs)
- Vendor scorecards and reporting
- Performance improvement initiatives
Preferred Qualifications
- MBA or other advanced degree.
- 5+ years of experience with a federal contractor environment.
- 5+ years of health plan or healthcare payer experience.
- Strong understanding of federal procurement requirements and compliance standards.
- Ability to solve complex vendor, sourcing, performance, and contracting challenges.
- Experience driving operational improvements and strategic vendor partnerships.
