As a Senior PeopleSoft HCM Functional Consultant, you will perform highly advanced consultative services and functional assistance to support a large-scale enterprise PeopleSoft implementation. You will act as the primary point of contact and subject matter expert for the HR/Payroll modules, bridging the gap between complex public sector HR policies and technical system configurations. Working with minimal supervision, you will guide the functional design phase, oversee critical regulatory reporting (like ACA compliance), and collaborate closely with cross-functional teams, over 100 participating agencies, and Tier 3 managed service vendors to ensure system stability, security, and performance.
Responsibilities
· System Configuration & Design: Lead the functional design phase, including creating/reviewing Functional Design Documents (FDDs) and configuring PeopleSoft delivered features (e.g., Page and Field Configurator, Drop Zones, Event Mapping, Page Composer). Set up foundational tables (job codes, positions, departments, compensation), configure Approval Workflow Engine (AWE), and manage HR business units and Set IDs.
· HR/Payroll Module Leadership: Serve as the functional expert for Workforce Administration and HR Security (including row-level and multi-tenancy setups). Translate complex public sector statutes, HR policies, and labor regulations into system configurations and code modifications.
· Regulatory & ACA Compliance: Oversee the Affordable Care Act (ACA) processes, including Employer Reporting (1095-C). Collect, generate, and distribute forms in adherence with IRS regulations and deadlines, and build interface files for electronic transmission.
· Technical Integration: Utilize technical skillsets across Application Designer, Integration Broker (Web Services, REST/SOAP), SQR, BI Publisher, and SQL to support functional troubleshooting and system enhancements. Plan and maintain robust IT security measures.
· Reporting & Data Governance: Act as the reporting subject matter expert. Handle requirements gathering, data governance, report design via PeopleSoft Query Manager, change management, version control, and continuous improvement initiatives.
· Lifecycle Management: Manage tools and environment changes, including PUM, Change Assistant, Fluid UI updates, selective adoption, Elasticsearch/Search Framework, and data migration/compare reports.
· Incident & Service Management: Provide Tier 2 Service Desk support, handling complex ticket escalation, advanced troubleshooting, and incident management via systems like ServiceNow or BOSSDesk. Participate actively in the Major Incident Management (MIM) process for P1/P2 issues.
· Cross-Functional Collaboration & Training: Provide structured cross-training for junior analysts and comprehensive support for agency personnel. Manage interdependencies with legacy HR and payroll systems. Lead presentations for user groups and steering committees.
· Project & Audit Coordination: Coordinate project-level expansions, cyclic year-end processes, legislative updates, and third-party integrations. Participate in annual SOC-1 attestation audits to ensure the accuracy, privacy, and security of all processed data.
· Accessibility Standards: Ensure all digital products, materials, and system content adhere strictly to WCAG 2.1 accessibility standards, proactively implementing remediation when issues are identified.
Minimum qualifications:
· 15 years of experience with public sector policies and federal labor laws.
· 15 years of technical experience with Application Designer, Integration Broker, SQR/SQL, BI Publisher, and SAP Business Objects to support functional responsibilities.
· 12 years of experience performing system configuration changes.
· 12 years of experience with security best practices, NIST standards, and multi-tenancy applicability for a statewide or enterprise-level ERP instance.
· 10 years of public sector experience working for or supporting a large network (30 or more) of government agencies.
· 10 years of experience supporting PeopleSoft HCM version 9.2 (HR/Payroll modules).
· 10 years of experience creating and managing strategic roadmaps, utilizing strong planning skills and cross-functional communication.
· 10 years of familiarity with support tools such as PeopleSoft Update Manager (PUM), Fluid UI, and Elasticsearch.
· 10 years of experience performing functional project management activities within a large-scale ERP program.
· 10 years of experience providing Tier 2 Service Desk Support alongside a Managed Services vendor providing Tier 3 support.
· 10 years of experience supporting Priority 1 and Priority 2 incidents via a Major Incident Management (MIM) process.
· 10 years of experience preparing and delivering executive-level presentations, as well as gathering data for audits and open records requests.
· 10 years of experience participating in Disaster Recovery exercises.
· 10 years of experience interpreting contractual language, integrating it into daily workflows, and holding vendors accountable.
· 10 years of experience performing SQL actions needed to keep primary ERP and legacy systems synchronized.
· 8 years of experience preparing WCAG 2.1-compliant materials for distribution.
· 3 years of experience with Information Technology Infrastructure Library (ITIL) principles for ITSM and ITAM.
Preferred qualifications:
· 10 years of experience with production support activities for legacy statewide financial or HR systems.
