Our client is currently seeking an Enterprise Product & Systems Architect

Job Summary

We are seeking a highly advanced, senior-level Enterprise Product & Systems Architect to join our Enterprise Fiscal Management team. In this role, you will bridge the gap between business objectives and technical execution. You will hold ownership over product vision and long-term technical strategy, partner with managed services vendors to shape architecture, and ensure strict compliance with security, performance, and accessibility standards.

This role demands a combination of high-level technical oversight, technical project management, vendor accountability, and hands-on expertise in large-scale ERP platforms.

Responsibilities and Duties

· Product Vision & Strategy: Define and evolve the long-term technical strategy and roadmap for enterprise financial and human capital management systems. Translate business objectives into clear technical paths, prioritizing features based on user value, technical feasibility, and team capacity.

· Architectural Leadership: Lead digital transformations, cloud migrations, modernization, and large-scale applications as the primary application service provider. Ensure solution designs follow established integration patterns, security standards, cloud usage policies, and enterprise best practices to prevent system duplication.

· Vendor & Managed Services Oversight: Partner closely with Managed Services vendors to evaluate technical trade-offs, identify architectural risks (scalability, integration weaknesses, legacy constraints), and ensure high-quality implementation. Hold vendors strictly accountable to SLAs and contractual requirements.

· Contract & Compliance Management: Perform technical reviews of contract templates, metadata structures, workflows, and automation rules. Assist with annual IT control audits, manage data security, user permissions, audit trails, and maintain architecture/configuration documentation.

· Technical Operations & Upgrades: Oversee system monitoring, environment analysis, hardware/software evaluation, code standards, application change management reviews, and batch scheduling. Plan and coordinate major publisher upgrades and images (e.g., PeopleSoft image/Fluid/PeopleTools).

· Procurement Support: Act as a technical advisor during procurement cycles. Research products/services, draft technical specifications, and provide technical input during evaluation and negotiation phases.

· Digital Accessibility: Ensure all digital products and content strictly comply with WCAG 2.1 accessibility standards (perceivable, operable, understandable, and robust user experiences).

· Specialized Domain Expertise: Serve as a subject matter expert on user role Segregation of Duties (SoD) in multi-tenant environments, digital identity services (delegated administration), and data security/governance suites (e.g., Pathlock products like UAR, SSO, and Data Masking).

Qualifications and Skills

Minimum Requirements

· 12+ Years of extensive public sector experience, directly working for or supporting large state or government agencies.

· 12+ Years of technical experience performing systems analysis and technical support activities for large-scale enterprise application systems.

· 12+ Years of experience creating and managing strategic roadmaps, combining strong planning skills, technical insight, and cross-functional communication.

· 10+ Years of experience preparing materials for and conducting executive-level presentations.

· 10+ Years of experience performing technical project management activities in support of large-scale, statewide centralized program deployments.

· 10+ Years of experience interpreting contractual language, integrating it into workflows, and managing vendor accountability.

· 10+ Years of extensive knowledge and hands-on experience with data integration, data quality, and Software Development Lifecycle (SDLC) methodologies.

· 10+ Years of experience in IT security, compliance, and control practices.

· 10+ Years of core technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle 11 or higher.

· 10+ Years of experience supporting production and deployment technical support activities for a vast network of agencies (100+) and multi-hub software instances.

· 8+ Years of experience with IT service desk functions and deep knowledge of ITIL framework methodologies.

· 5+ Years of experience with user role Segregation of Duties (SoD) in multi-tenant software applications.

· 2+ Years of experience serving in a technical product role with explicit responsibility for managing outsourced technical teams and overseeing a Managed Services provider.

Preferred Qualifications

· 10+ Years of experience with software and hardware management industry best practices.

· 10+ Years of experience supporting legacy statewide financial systems and production support activities.

· 10+ Years of experience developing technical specifications to support complex IT procurements.
