Work You’ll Do

The Senior Manager of Quality Engineering for Global Employer Services Technology Center (GESTC) is responsible for defining, implementing, and driving the overall quality strategy across the organization. This role creates the proper organizational structure to support multiple software code releases, many of which are happening simultaneously. The role oversees Quality Engineering (QE) team members, establishes quality standards, optimizes processes, and ensures products being deployed meet the highest levels of reliability, performance, and customer satisfaction. This role works in close partnership with engineering to build and maintain shared quality infrastructure — providing development teams with the tools, frameworks, and standards they need to continuously validate their own work within the CI/CD pipeline. A core responsibility of this role is enabling and upskilling development teams to take active ownership of quality by developing and reinforcing practices like test-driven development and furthering our shift-left of testing so that quality becomes an engineering discipline rather than a downstream handoff. This role is responsible for continuing to develop a "culture of quality" that evolves developer ownership of testing, and quality-first sprint execution. Owns Vendor & Tool Selection and Governance: managing test tool selection and licensing, vendor relationships, and build-vs-buy decisions for the QE organization. The ideal candidate is a strategic thinker, strong collaborator, and hands-on leader with deep expertise and years of experience with traditional and modern QE methodologies.

Responsibilities

Quality Strategy & Leadership

  • Develop, refine, and execute the GESTC-wide quality assurance and quality control strategies, ensuring alignment with GES business and GESTC product management goals.
  • Build and lead high-performing QE teams—including manual, automation, and performance engineers.
  • Foster a culture of quality, continuous improvement, accountability, and cross-functional collaboration.
  • Partner with Product and Security leadership to embed quality into each stage of the delivery lifecycle.

Process & Standards

  • Establish, maintain, and continuously improve QE frameworks, testing methodologies, and best practices.
  • Lead the implementation of test automation frameworks
  • Create and execute a test data management strategy and processes
  • Define quality metrics, dashboards, and reporting to measure product and team performance.
  • Ensure compliance with regulatory, security, and industry requirements (e.g., SOC 2, IRS 7216 regulations).

Execution & Delivery

  • Oversee planning, execution, and reporting of all testing activities: functional, regression, performance, security, and user acceptance testing.
  • Manage risk identification, escalation, and mitigation processes across multiple product lines.
  • Drive root-cause analyses and post-release reviews to prevent recurring defects.
  • Champion scalability, reliability, and efficiency across the QE lifecycle.

Team Development

  • Mentor, coach, and develop QE managers, senior consultants and consultants.
  • Collaborate with HR and product leadership on workforce planning, hiring, and resource allocation.
  • Create clear career pathways and foster an inclusive, high-engagement team environment.

Qualifications

Required:

  • Bachelor’s degree in a technical field (e.g., Computer Science, Information Security) or equivalent experience.
  • 8+ years of experience in Quality Engineering.
  • Ability to perform job responsibilities within a hybrid work model that requires US Tax professionals to co-locate in person 2 – 3 days per week.
  • Demonstrated expertise with Agile, Scrum, and Lean methodologies.
  • Minimum 3 years of experience in leading large, high performing quality teams for SaaS, cloud-native, or distributed systems environments
  • Continuous testing experience (CI/CD pipelines, canary releases, feature flags, and observability experience) - deep, practiced experience and expertise in these areas with demonstration of scaling them to drive success. Strong knowledge of modern QE practices, including automation, CI/CD, DevOps, and shift-left testing.
  • Observability & Production Quality: Experience implementing and driving quality strategies based off of logging, distributed tracing, and alerting platforms (e.g., Datadog, Splunk, OpenTelemetry)
  • Contract & API Testing: With distributed/microservices architectures on AWS, experience with contract testing (e.g., Pact) and API testing strategies
  • Platform Testing Experience: our product technology center needs the ability to build shared quality platforms and tooling, evolving our testing platform team model and implementation
  • Demonstrated success driving organizational change and implementing scalable QE processes.
  • Ability to travel 20%, on average, based on the work you do and the clients and industries/sector you serve.

    • Licensed CPA in state of practice/primary office if eligible to sit for the CPA

      • Oracle Certified Professional

Preferred:

  • Prior Big 4 or professional experience
  • Master’s degree
  • Familiarity with testing custom portal applications developed on an Amazon Web Services platform
  • Experience with using AI for testing and quality management. AI/ML Testing: testing AI/ML features would be highly-desired
  • Experience with the tax or accounting domains.
  • Hands-on experience with multiple testing types (e.g., manual, automated performance, usability, mobile)
  • Accessibility (e.g., WCAG) and Regulatory Testing experience or familiarity
  • Experience with automation tools (e.g., Selenium, Tosca, Playwright), performance testing tools (e.g., JMeter, LoadRunner), and test management platforms (ADO, Jira).
  • Strong analytical mindset and comfort with data-driven decision-making.
  • Excellent communication, leadership, and stakeholder management skills.

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $145,250 to $330,590.
