Position Summary

Possesses knowledge of Federal Acquisition Regulations and commercial contracting principles. Demonstrates expert skill in managing a personal portfolio. Advises account teams on contract administration matters. Serves as a business advisor to account teams on all parts of Federal contract administration. Handles complex and high-value sub-contract matters that impact Firm revenue and retention. Uses independent judgment and analysis to resolve significant issues. Provides advisory subcontracts support to account leadership. Shapes and strengthens win strategies on Federal engagements. Performs strategic subcontract negotiations and completes various subcontract projects. Connects with strategic subcontract companies and maintains collaborative relationships with them.

Reviews and analyzes subcontracts to ensure understanding and inform the team's strategy. Compiles and analyzes subcontract data. Enters data in several internal databases and maintains historical information and documentation.


Proactively identifies and analyzes subcontracting issues. Solves standard and routine subcontract activities. Keeps teams fully informed on all subcontract standards, plans, and policies. Develops and maintains subcontract files according to government regulations and Deloitte’s procurement policies. Ensures timely filing and reporting of subcontract data entry into various systems. Monitors data updates.

Work You'll Do

  • Guides and coordinates proposals and award activities for assigned subcontracts. Provides guidance to internal teams for all phases of the subcontract lifecycle.
  • Independently reviews complex subcontract actions in all phases of the subcontract life cycle. Develops and implements tactical action plans to address risks and opportunities. Supports the development, review, and negotiation of subcontracts, modifications, subcontractor NDA, and teaming agreements consistent with company policies.
  • Responsible for compliance and accuracy of subcontracts administration for assigned portfolio. Reviews Federal solicitations and supports Subcontractor Requests for Proposals. Prepares documentation for Deloitte proposals in response to Subcontractor pricing, narratives, and consent requirements.
  • Monitors assigned subcontracts portfolios, including pipeline and contract performance, to find risk areas and opportunities. Seeks to maximize revenue creation and retention.
  • Manages individual workload to meet project deadlines on time and in compliance. Completes accurate deliverables for both internal and external clients.
  • Collaborates with other enabling areas to address complex subcontracts administration and proposal challenges.
  • Accurately and quickly enters subcontract data into different systems. Monitors data updates. Resolves contract document discrepancies and ensures data quality and accuracy.

The Team

The GPS Contracts Sector Team comprises practitioners across the US and India, dedicated to supporting all prime contract management needs for our internal and external clients.

Operational Excellence provides essential business and operational support, enabling the GPS Consulting and Advisory practices to deliver exceptional client service. We play a critical role in driving meaningful operational change as the GPS business evolves. By collaborating with our leaders, we are reimagining the future of operations, fundamentally redesigning services, and incorporating new technologies to propel GPS into the future.

Required Qualifications

  • Minimum 6 years of relevant work experience in subcontracts administration
  • Bachelor’s Degree
  • Experience supporting the full Federal Acquisition Lifecycle
  • Must be legally allowed to work in the United States without employer sponsorship, now or in the future.
  • Travel 10-25%, on average, based on the work you do and the clients and industries/sectors you serve

Preferred Qualifications

  • CPSR experience
  • Experience supporting Defense, Security, and Justice subcontracts
  • Demonstrated proficiency with MS Outlook, Excel, and PowerPoint
  • Deep knowledge of Federal Contracting regulations
  • Demonstrated desire for continuous professional growth

Wage Range/AIP

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $84,300 to $155,400.


You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
