Position Summary:
CornerStone TTS is seeking an experienced IT Project Manager to lead and deliver complex, cross-functional IT projects across city or customer departments. This position plays a key role in managing full project lifecycles — from technology selection through implementation — while ensuring scope, schedule, budget, and quality alignment.
This is a contract role supporting a variety of technology-related initiatives in a government/public sector environment. The ideal candidate has strong experience in both Waterfall and Agile methodologies, enterprise IT projects, procurement coordination, and effective stakeholder communication.
Key Responsibilities:

Lead and manage large-scale IT projects from initiation through delivery

Develop and maintain detailed project plans, schedules, and resource allocations

Facilitate project meetings, status updates, and post-implementation reviews

Work closely with city/customer departments to gather business and technical requirements

Liaise with internal IT teams and third-party vendors to ensure delivery of technology solutions

Oversee procurement processes (RFPs, RFIs, contracts, SoWs, sole source) in collaboration with Finance and Purchasing

Monitor project performance, risk, and issue resolution

Support stakeholder alignment through clear reporting and communication

Ensure compliance with internal governance, quality, and audit standards

Serve as a change agent, contributing to continuous improvement of PMO practices
Additional Responsibilities:

Guide and support business stakeholders in developing business cases and project requests

Maintain project documentation, including risk logs, decision logs, and technical documentation

Administer the project portfolio management (PPM) tool (PPM Pro)

Train and coach stakeholders on project management best practices

Collaborate with cross-functional teams including IT, Legal, Finance, and Procurement

Manage change requests and scope adjustments through formal change control
Minimum Qualifications:
-
Bachelor’s degree in Computer Science, Information Technology, Business, or related field

Minimum 4 years of experience managing large IT projects and enterprise application support
-
Experience managing full project lifecycles in public sector or highly structured enterprise environments

PMP certification required (from Project Management Institute)

Proficiency with project management tools (PPM Pro, MS Project, etc.)

Strong understanding of IT infrastructure, enterprise software, and networking technologies
Preferred Qualifications:

Government/public sector project experience

Experience with Agile, Scrum, and Waterfall project management methodologies

Familiarity with enterprise telecom solutions, cloud-hosted VoIP, network infrastructure, and IT procurement

Experience managing multiple concurrent projects with competing priorities

Strong understanding of compliance and regulatory requirements
