Job Title: Senior Manager, Quality Center of Excellence

Overview:

We are seeking a dynamic and strategic Senior Manager, Quality Center of Excellence (CoE) to lead the development and implementation of a corporate-wide Quality and Continuous Improvement strategy. This role will drive quality integration across the Enterprise Project Delivery Lifecycle and promote a culture of continuous improvement and business agility throughout the organization.

The Senior Manager will collaborate with cross-functional teams and stakeholders, providing expertise in quality assurance, business analysis, testing frameworks, and project delivery tools spanning both technology and business initiatives. The ideal candidate is a seasoned leader and change agent, with a track record of advancing maturity in enterprise PMO capabilities, improving service delivery, and aligning project outcomes to strategic business goals.

Key Responsibilities:
  • Develop and champion an Enterprise Quality & Continuous Improvement Strategy for all project delivery methodologies (Agile, Waterfall, Hybrid, CI/CD).
  • Lead the evolution of Business Analyst capabilities and competencies across the organization.
  • Optimize the use of project delivery tools and ensure adoption across project teams.
  • Collaborate with Quality Assurance and Testing teams (manual and automated) to enhance quality practices across all lines of business.
  • Promote continuous improvement behaviors within the Enterprise PMO and broader stakeholder groups through training, coaching, and engagement forums (Communities of Practice, Business Architecture consulting, Agile/Lean coaching).
  • Drive annual refinement of portfolio reporting, dashboards, and data management to enable informed enterprise portfolio governance and prioritization decisions.
  • Oversee governance of all PMO-centric tools (Program & Project Management, SDLC tools, Test Automation solutions).
  • Serve as a trusted partner and ambassador to business and technology stakeholders, demonstrating the value of quality integration in project and service delivery.
  • Lead, coach, and grow the Quality Center of Excellence team, building a high-performance, strategically aligned function.
  • Manage relationships with 3rd party vendors and system integrators to ensure alignment with quality performance standards and remediation expectations.
  • Proactively identify and recommend new Enterprise PMO service offerings to support evolving business and technology needs (e.G., Business Agility, Agile Coaching).

Qualifications:
  • Bachelor s degree in Business, Computer Science, Information Technology, or a related analytical field (Master s degree preferred).
  • 12+ years of progressive experience in systems/software development, Quality Analysis, Business Process Improvement, Business Controls, or Continuous Improvement.
  • 10+ years of leadership experience in PMO Management, Software/Data Management, QA Management, Functional Business Leadership, or similar roles.
  • Certifications in Project Management, Lean, Agile, or other Continuous Improvement methodologies preferred.
  • Strong technical understanding and ability to collaborate effectively with Technology Leadership and Enterprise Architecture teams.
  • Proven ability to lead large-scale transformation projects and drive measurable outcomes.
  • Excellent interpersonal and conflict management skills;adept at navigating complex organizational structures.
  • Demonstrated strategic thinking, business acumen, and execution capability.
  • Experience in establishing strategic technical direction, developing actionable plans, and identifying enabling technologies.
  • Strong decision-making, negotiation, and influence skills.
