Project Management Consultant (Contract Remote)

Overview:
A small Texas state agency is seeking an experienced Project Management Consultant to assist with the development and refinement of project management policies, templates, and strategic practices. This engagement is driven by recent audit findings and will help bring the agency into compliance with the Texas Administrative Code (TAC) and the DIR Project Delivery Framework.
Responsibilities:
- Draft a formal Project Management Policy aligned with TAC requirements
- Update and enhance existing Project and Change Management Policies
- Develop practical, scalable project artifacts and templates, including:
- Project Charter
- Risk Register
- Communication Plan
- Provide strategic guidance to integrate project management into the agency s broader strategic planning
- Ensure all documentation is audit-ready and compliant with state regulations
- Conduct remote stakeholder engagement to gather input and refine deliverables
Qualifications:
- At least five years of project management experience, preferably in the public sector or policy environment
- Strong working knowledge of the Texas Administrative Code (TAC) and DIR Project Delivery Framework
- Experience supporting small to mid-sized Texas state agencies
- Background in audit remediation, QAT oversight, or compliance response
- Ability to work independently with minimal supervision and deliver high-quality documentation
- PMP certification preferred
